◆배경지식◆2018년 3월 11일, 베이징 인민회당에서 개최된 전국인민대표자회의(全國人民代表大會)의 제3차 전체회의에서 헌법 3장 79조 3항의 국가주석 3연임 금지조항을 폐기하는 개헌안이 찬성 2985표 반대 2표 기권 3표로 통과되었다. 이로서 시진핑은 본인이 원한다면 3연임은 물론 그 이후로도 계속 장기집권이 가능한 정치적 환경을 완성했다. 이번 중국의 개헌은 1972년 11월 21일 국민투표에서 압도적 찬성(투표율 91,9%, 찬성 91,5%)을 얻고 종신집권의 발판을 마련했던 박정희의 유신헌법과 매우 유사하다. 국가주석과 대통령의 연임제한을 없앤 것이 시진핑 헌법과 유신헌법의 핵심인데, 두 헌법 모두 전인대(전국인민대표자회의)와 국민투표에서 압도적인 찬성을 받았다는 사실은 현대 민주주의 관점에서 볼 때 이해하기 어렵다.
